Hyderabad Mayor Karthika Reddy resigns as per post-poll understanding with MIM
Hyderabad, Dec 6 (TruthDive): Karthika Reddy, a friendly Mayor of Hyderabad who did not burden the people with taxes submitted her letter of resignation to Greater Hyderabad Municipal corporation commissioner MT Krishna Babu here on Monday.
However Karthika will remain as a care taker Mayor till the resignation is accepted by the council and a new Mayor takes charge.
Ms. Reddy also announced that the Council meeting would be held on December 17 when her resignation would be ratified and the process of electing a new Mayor from the Majlis party would be initiated. Deputy Mayor Jaffer Hussain is expected to submit his resignation to her a day before the meeting.
The city-based outfit Majlis-e- Ittehadul Muslimeen (MIM) as per its post-poll understanding with the Congress in 2009, will get to occupy the Mayor's post for the next two years.
As per an agreement reached between the two parties in 2009, a Congress nominee will hold the office of mayor and an MIM's that of deputy mayor for the first two years.
While an MIM nominee will be the mayor for the next two years, a Congress nominee will be the deputy for the next two years.
"I resigned as per my party instructions and would extend my cooperation to the new Mayor," she told press persons at a press conference. Her two year term was "satisfactory" and she thanked all the officers and fellow public representatives for extending their cooperation to her during her stint.
"I came straight from home to this post. It took me six months to gauge the political and administrative intricacies and in the last one-and-a-half years several innovative schemes were initiated for the city development," she said. Ms. Reddy was especially proud of her drive against usage of plastic bags of below 20 microns.
Under Section 88 (N) and BL No.4 (1) (a), another ordinary meeting should be convened for confirmation of the last minutes, ie, resignation letter of the mayor for which a 10-day notice is required. Then the GHMC has to send a letter to the state government on the resignations.
The government will then issue a GO\Gazette Notification. All this process will take about one week's time.
The MIM is yet to announce its mayoral candidate. It is learnt that among the serious contenders for the post are former mayor Zulfiqar Ali, present deputy mayor Jaffer Hussain, corporators Yasmin Sultana and Ahmed Bilal.
Hyderabad no more a favoured destination for big realtors
In fact, speaking to TOI on the sidelines of a national conclave organised by the Confederation of Real Estate Developers Association of India (CREDAI) in New Delhi, recently, high-profile developers from Mumbai, Delhi, Chennai and Bangalore said that Hyderabad was completely off their radar at present. Taking its place, they said, were cities such as Pune and Ahmedabad, which at one time were way behind the Andhra Pradesh capital in the realty race.
"There was a time when any developer from Mumbai or Delhi, planning to expand outside the city, was looking at Hyderabad to start shop. That's not the case any longer. More people are today going to Gujarat instead," said Darshan Hiranandani, MD of the Mumbai-based major real estate player, Hiranandani Group of Companies that had, about two years ago, come to the city with plans of setting up an upscale SEZ on the outskirts. The project, however, failed to take off after the land was found embroiled in litigations.
"This is one huge drawback that Hyderabad suffers from. If land bought through government auctions do not have a clear title (the Hiranandani group had bought it through an auction) then what is the guarantee that land bought from private parties will have one," said Sunil Mantri, chairman, Sunil Mantri Realty Ltd that has operations across Mumbai, Delhi, Bangalore, Pune and so on.
In Hyderabad too the firm has three huge tracts of land, bought when real estate was at its peak here about three-four years ago. The recession and Telangana turmoil erupted thereafter, and the plots have been lying idle since then. "Litigations apart, the market in Hyderabad now is not too conducive for new developments. So we are just sitting on our properties at the moment. There is no plan to start work at any of the sites- Sainikpuri, Miyapur and Hi-Tec City- anytime soon," Mantri said.
Assets of fake currency dealers may be attached
HYDERABAD: Andhra Pradesh police, with the help of Enforcement Directorate (ED), is contemplating to attach properties of the members of the gangs involved in the circulation and smuggling of Fake Indian Currency Notes (FICN) in the state.
"Circulation of Fake Indian Currency Notes (FICN) in the state has become a challenge for the state police, but the situation is not so alarming. We wanted to take more deterrent measures to curb it," Inspector General of Police (CID) Jitender told PTI.
"However, the situation was was definitely a challenge for us. Since the state police is vigilant and careful, a number of gangs, involved in the circulation of FICN were detected in a year," the IGP said adding that cases of fake currency of various denominations, at the face value of Rs one crore, were detected and reported annually.
"we have written to the ED, which sought information about the FICN cases reported in the state. We have also asked the central agency to register cases under the Prevention of Money Laundering Act (PMLA) against those, who were allegedly involved in the circulation and smuggling of fake currency, as it is one of the scheduled offences, so that whatever properties they have purchased with this money, can be attached," the IGP said.
Besides the ED, the state police is also coordinating with the National Investigation Agency (NIA), Intelligence Bureau (IB) and Reserve Bank of India (RBI) to curb the circulation of fake currency in the state, he said.
Most of the gang members, involved in the smuggling of fake currency, belonged to West Bengal, Jitender said, adding that the state police have already written to the Director General of Police and Additional DGP (CID) in that state to take concrete measures against the menace, he said. (More) PTI RAO NP
The IGP said that the state police, with the help of RBI, has seized FICN at a face value of over Rs six crore and arrested 870 persons since 2007.
This year, counterfeit currency notes at the face value of over Rs 42 lakh have been seized and 94 cases were booked while 84 persons were arrested in this connection, he said adding most of them hailed from West Bengal. Of the 94 cases, eight cases are involving FICN at the face value of over Rs one lakh each, Jitender said.
"A full-fledged cell, in coordination with the RBI, has been constituted to check the circulation of fake currency notes, besides changing the strategy to detect the source of manufacturers and gangs involved in the distribution or circulation of FICN," the IGP said.
The IGP said it was observed that fake currency notes of high quality standard were being smuggled from our neighbouring country through various means of transport.
It has come to notice that gang members involved in the FICN have been trying to establish contacts with locals for circulation of fake currency, he said adding that they exchange fake notes at petrol bunks and with petty vendors in the market.
Recently, Kulsumpura police here busted a three-member gang which was circulating FICN at Puranapul fruit and vegetable market. Three persons-- Md Talim and Md Arsi, both from Bihar, and Md Haji Kul from Malda of West Bengal were arrested.
The police officer said that people need to be more cautious about the high quality fake notes of Rs 500 denomination, which are more in circulation as compared to the Rs 1,000 and Rs 100 denominations.
He has also urged people to contact the District Superintendent of Police (DSP) on 9493896141, in case they come across a fake currency note.
He admitted that most of the complaints come from the customers using ATMs of different banks.
"However, some organisations or individuals do not report such cases, like the ICICI bank, which did not lodge any complaint in the past four years, but has now come forward. Based upon the complaint by the bank, police have registered two cases at Hyderabad and Vijayawada," he said.
"We have been informing the banks concerned to take all the necessary precautions during the interaction meetings with the bankers. If they do not take precautions, they will have to face the music," the IGP warned.
Par logjam to end; Govt puts FDI decision on backburner
Stepping back to break the logjam in Parliament, the government on Wednesday put the controversial decision on FDI in retail on the backburner till a consensus is evolved, a proposal the entire opposition and the dissenting allies accepted without reservation.
At an all-party meeting concened by him this morning, Leader of the House in Lok Sabha and Finance Minister Pranab Mukherjee said the government would move a proposal in Parliament stating, "The decision to permit 51 per cent FDI in multi-brand retail will be suspended till a consensus is developed through consultations with various stakeholders."
Moreover, both Houses will adopt government resolution suspending 51 per cent FDI in retail 'till a consensus is developed through consultations with various stakeholders'.
CPI says this decision by the government is a 'virtual rollback' of the FDI decision; and they will allow Parliament to function.
In a statement to the Lok Sabha, Finance Minister Pranab Mukherjee said decision on FDI in retail suspended till consensus was reached through consultations with stakeholders including political parties and states
After Mukherjee's statement, Speaker Meira Kumar disallowed notices of adjournment motion by opposition members.

Banda Karthika steps down
"An eco-friendly Mayor and one who did not burden the people with taxes," that is how B. Kartika Reddy wants to be remembered. She put in her papers as the First Citizen here on Monday and the resignation was submitted to GHMC Commissioner M.T. Krishna Babu.
Ms. Reddy also announced that the Council meeting would be held on December 17 when her resignation would be ratified and the process of electing a new Mayor from the Majlis party would be initiated. Deputy Mayor Jaffer Hussain is expected to submit his resignation to her a day before the meeting.
"I resigned as per my party instructions and would extend my cooperation to the new Mayor," she told presspersons at a press conference. Her two year term was "satisfactory" and she thanked all the officers and fellow public representatives for extending their cooperation to her during her stint.
DRIVE AGAINST PLASTICS
"I came straight from home to this post. It took me six months to gauge the political and administrative intricacies and in the last one-and-a-half years several innovative schemes were initiated for the city development," she said. Ms. Reddy was especially proud of her drive against usage of plastic bags of below 20 microns.
"No other city has taken up such a drive," he pointed out and hoped that the civic administration would continue to strictly implement the ban. Flanked by her fellow party corporators, she explained that city infrastructure development plan estimated to cost Rs.1, 400 crore had been approved so was a new pedestrian policy where footpaths would be given prominence.
Mahila Bhavans have been built in 15 circles while lack of sufficient plots delayed the project in other places. Sports complexes were opened in all constituencies at Rs.122 crore was built under the 100-day action plan of the Chief Minister.
The second phase of 100-day was also ready to be unrolled.
A lot of progress was made in taking up rail over and under bridges at several places while 49 junctions were slated to be improved.
About 32,000 self-help groups got Rs.300 crore bank loans while an office for the differently-abled was opened. The Standing Committee presided over by her had approved 951 resolutions and works would be taken up in due course of time.
Kiran Kumar govt. survives no-confidence motion
The Kiran Kumar Reddy government has defeated a no-confidence motion moved against it by the Telugu Desam Party by a margin of 38 votes after a marathon 16-hour debate in the Andhra Pradesh Assembly.
While 122 MLAs voted in favour of the no-confidence motion on Wednesday night, 160 voted against it and one legislator was neutral.
As many as 16 Congress MLAs also voted in favour of the motion. These MLAs have been sailing with YSR Congress of Y S Jaganmohan Reddy for sometime now. One Congress MLA walked out of the House minutes before voting began.
One MLA each of TRS and MIM did not attend the House as they are outside the country.
The debate on the no-confidence motion over the plight of farmers in the state lasted a marathon 16 hours after which voting was taken up at 12.55 a.m. and the head-count of MLAs were then taken.
The ruling party has 153 members in the 29-member House.
This was the ninth time that a no-confidence motion was moved against different governments in Andhra Pradesh's history. And all of them were defeated.
TDP president Chandrababu Naidu had moved a similar motion against the then Y S Rajasekhara Reddy's government in 2008 and lost. This was the second time that his no-confidence motion was defeated.
Earlier on Wednesday, the debate on the no-confidence motion witnessed an acrimonious verbal duel between Reddy and Naidu who said the government has become a "big joke" in the public.
"Our no—confidence is not only against the Chief Minister but also on the ministers. This government has lost our confidence to rule," Naidu had remarked, prompting Kumar to retort: "We don't need Chandrababu's confidence. We have people's confidence and hence are in power".
As the Leader of Opposition named the Chief Minister and made certain remarks about his administration, Reddy rose and said in an angry voice, "Let us settle the scores now," provoking an equal reaction from the former.
"My family (Kiran and his late father Amarnath Reddy) won 12 elections on behalf of the Congress since 1962.I have the support of MLAs and the grace of Sonia Gandhi. You back stabbed your own father-in-law to become the Chief Minister (in 1995)," the Chief Minister had retorted.
Jagan Camp MLA to back Congress
AP Assembly: KTR Challenges Chandrababu Naidu
The ongoing debate in AP Assemly on the No Confidence Motion against Kiran Kumar government moved by TDP took a curious with TRS MLA KT Ramarao terming the TDP president Chandrababu Naidu's two and a half hour speech as trash.
Speaking to reporters at the Assembly Media Point, KTR challenged Chandrababu Naidu to prove the allegations that he levelled against the TRS leaders on the floor of the House during discussions on No Confidence Motion. He termed the entire speech of Naidu as trash and the allegations levelled against TRS are baseless and false. He said was ready for any inquiry into the awarding of Polavaram tenders. "If the inquiry report indicts TRS, I'm even ready to face death sentence (to be precise - 'hanged by the neck') by the court." However, he said Naidu should quit politics and disband his party if the TRS gets a clean chit in the enquiry. He said people would teach a fitting lesson to Naidu if he do not stop levelling such baseless allegations against the TRS.
TRS party and Jagan camp MLAs are the one who lured TDP with their support to move no trust motion against the government. Now that the voting on NCM is scheduled for this evening, it is to be seen whether TRS votes in support of the motion or abstains from voting in view of Naidu's allegations.

Opposition parties in AP slam Congress over Telangana
Opposition parties in Andhra Pradesh today hit out at the Congress for dilly-dallying on the contentious Telangana issue and betraying people of the region on the statehood issue.
All of them demanded that the Central government take a decision on the Telangana issue without any further delay and restore normalcy in the state.
Majlis-e-Ittehadul Muslimeen, considered an ally of the ruling party, was most strident in its criticism of the Congress and alleged that the Centre's indifference on the statehood issue was causing "irreparable damage" to the state's economy.
"Both the government and the private sectors suffered a loss of Rs. 30,000 crore in the last two years because of the agitation for a separate state. Why is the Centre still procrastinating," MIM floor leader Akbaruddin Owaisi questioned, during the course of the debate on the no-confidence motion against the Kiran Kumar Reddy government.
Andhra Pradesh is losing heavily as industries are shifting base to Tamil Nadu and other states, he said.
"The Telangana Rashtra Samiti has been fighting for a separate state for many years now. I don't know how long it will have to fight," Mr. Akbaruddin said.
"It is high time the Government of India took a decision on the Telangana issue. The UPA government should bring the issue to a close," Mr. Akbaruddin said, even as he maintained that his party was totally in favour of a unified state of Andhra Pradesh.
Leader of Opposition and TDP president N. Chandrababu Naidu said it was the Central government's responsibility to find a solution to the vexatious statehood issue.
"The Congress is solely responsible for the instability and uncertainty in the state. Hence, it is its responsibility to set things in order," Mr. Naidu said, adding that his party had already made its stand very clear on the issue.
TRS floor leader Etela Rajender lashed out at the Congress over its "double-speak" on the Telangana issue.
"It is talking in one voice when it is in power and in a different tone when in opposition. The Congress promised to resolve the statehood issue through the Pranab Mukherjee Committee but it failed to do anything in the last seven years. People of Telangana will punish the Congress appropriately in the 2014 elections," he added.
Mr. Rajender was also critical of the TDP for failing to keep its word on the statehood demand.
The Communist Party of India leader G. Mallesh also blamed the Congress for the current imbroglio in the state over the Telangana issue.

Congress is a Sinking Ship
Talking to media persons during his visit to Chittoor district, Naidu said that Chief Minister N Kiran Kumar Reddy had become politically insecure and hence, was harping on welfare and populist schemes for his survival. He said that the Congress was on the verge of collapse in the state and described it as a sinking ship.
